RAIN: NAB Issues Mock SoundExchange Invoice to 13,000 Member Stations

Kudos to the NAB for sending mock SoundExchange invoices to 13,000 member stations. I might have made those invoices even more explicit/specific to the stations that received them, but in any case this was a creative way to get this issue back on everyone's front burner where it belongs.
